Regarding the site utilization of MCAS Futenma, Okinawa Prefectural Government and Ginowan-city have jointly formulated “Basic Policy for Site Utilization of MCAS Futenma” (in February 2006)and “Action Plan for Formulating Site Utilization Plan of MCAS Futenma”(in May 2007). Based on these, we have conducted a joint survey by the prefectural government and the city, cultural property survey by the city, natural environment survey by the city and consensus building among involved parties.

Okinawa Prefectural Government also formulated wide-area frameworks such as “Okinawa 21st Century Vision’s Basic Plan”(in May 2012) and “Wide-Area Framework for Site Utilization of the Former U.S. Military Bases in Central and South Okinawa Urban Areas” (in January 2013).

In April 2012, “Act on Special Measures Concerning Promotion of Effective and Appropriate Use of the Lands in Okinawa Prefecture Previously Provided for Use by Stationed Forces” came into force, which prescribes the central government’s obligation concerning pre-return inspection and creation of advance acquisition system of the land. With the legislation in place, it has become easier for planned items to be materialized.

"Interim Report of Overall Plan" is summarized as an intermediate result toward the formulation of the site utilization plan based on the wide area framework and the results of the efforts so far. It is assumed that we will update the plan while listening to opinions of prefectural citizens, landowners and others, also while clarifying of the planning condition by the on-site investigation.

With support from relevant municipalities, landowners’associations and others, Okinawa Prefectural Government has discussed the utilization of the returned land from a cross- regional perspective since FY2010 and compiled “Wide-Area Framework for Site Utilization of the Former U.S. Military Bases in Central and South Okinawa Urban Areas” in January, 2013 which shows a direction of coordinated use of the six former U.S. military facilities.

The Wide-Area Framework is designed to readjust the urban structure, enhance the city function, and build a city with a million residents which leads to the development of the entire Okinawa by recognizing the mid-south metropolitan area as a single entity, utilizing the characteristics of each site, and cooperatively developing the area by sharing the roles from a broad regional perspectives.
